Ethiopia Leverages Global Partnerships to Transform Primary Health Care Financing

The WHO-led Health Impact Investment Platform (HIIP) hosted a technical workshop in Addis Ababa to support Ethiopia’s emerging Primary Health Care (PHC) Investment Plan. Held alongside the International Conference on PHC, the workshop brought together the Ministry of Health, the European Investment Bank, the EU Delegation, and WHO teams to assess investment needs for strengthening essential services and modernizing PHC infrastructure. Ethiopia, a flagship HIIP pilot country, demonstrated how coordinated efforts between government, development partners, and financiers can translate national health strategies into bankable PHC investment projects. Partners agreed to finalize the PHC Investment Plan, convene a PHC Investment Roundtable, and advance from planning to concrete implementation aligned with SDG 3: Health for All.
